The Ministry of Environment and Tourism (MET) and UNEP has been implementing “Building capacity to advance National Adaptation Plan Process in Mongolia” project since August 2019. The objective of the NAP project is to strengthen the institutional and technical capacity of Mongolia’s government at both national and local level to advance the process to formulate and enhance long-term implementation of NAP as aligned with the national development policy and program.


The objective of this Assignment is to set up a National Climate Change Adaptation Platform by developing web system for adaptation and linking to the re-designed NDC platform.



The selected entity or a.k.a ‘Contractor’ will undertake the following task:


  1. Re-design existing NDC platform & set up a National CC Adaptation Platform linking to a previous NDC platform;
  2. Embed monitoring and evaluation system and CBA system into the CC Adaptation platform.


The Contractor shall deliver the following deliverables to the Project unit:

Output 1: Initial report including development of a detailed concept note and design proposal, including methodology, functions and detailed work plan upon assessing necessity platform and systems;

Output 2: Develop a detailed specification, including recommended hardware and software needs referred in ToR;

Output 3: Finalize design and testing Beta version of full systems and platform; 

Output 4: Handover the fully deployed online version of platform and systems based on testing and update;

Output 5: The website application commented source code with any other related files that are used in the designing phase (e.g. flv flash file, psd adobe Photoshop, SQL databases, UML Diagrams, DFD, Database schema, Database ERD, excel, word, powerpoint etc).

Output 6:  A complete user guidance document or manual;

Output 7: A complete developer guide with all its related work (e.g. a complete list of all programs and software with their versions that are used in the designing and implementation phases, database design, flow diagrams, etc.).

Output 8: Training for website maintenance and updating.

QUALIFICATIONS AND EXPERIENCE                            

  1. Must be an officially registered legal entity
  2. To have at least 3 years of experience in web design, development and extensive knowledge on modern web-designing techniques including graphic design
  3. Have a sufficient number of experienced staff and adequate techniques/tools necessary to carry out the assignment
  4. Must be experienced in perform basic research and analysis in professional manner
  5. Expert knowledge in Content Management System and Responsive design
  6. Must have an evidence of previous experience in similar assignments
  7. Specialized in system development, demonstrating policy coordination, project implementation, monitoring and evaluation or other related field as developing appropriate technical solutions met with end-user needs
  8. Must have advanced skills in English and Mongolian to develop systems in both language
  9. Excellent spoken and written communication skills
  10. To be able to explain technical information and prepare written documentation in a clear, concise style for users and administrator
  11. Must have excellent team working and communication skills and be able to establish and maintain effective working relations, as well as work under tight deadlines
  12. Experience in working with other int’l organizations is an asset.

2. Company profile, CV ‘s, copy of diplomas and certificates of personnel to perform the service /notarized/

3. Technical proposal (a description of your proposed method for developing the Platform and system, methodology, technology, work and maintenance plan in detailed timeframe to complete the tasks)

4. An evidence of similar executed assignments prior to the assignment. Participant must submit all works performed by themselves during up to the past 5 years, letters of reference from previous customers on cost, duration, location and complete performance of the works similar to the given one.

5. Full detailed financial proposal including tax, vat and other costs.

6. Official statement of Mongolian Tax agency stating no pending debt to tax agency.

The evaluation process is subject to United Nations Procurement Manual. The quotation and the supporting documents received from the eligible legal entities are not transferable no return.

Proposal on bilingual /English and Mongolian/ forms is requested to be submitted in one sealed envelope to the following address before 17:00 on 14th August 2020.
