The Government of Mongolia received support from the Green Climate Fund (GCF) through implementation of a project “Building capacity to advance National adaptation process in Mongolia project” (NAP project). The UN Environment is a Delivery Partner of the project with the role of supporting and overseeing the project implementation. The NAP project will be working towards advancing multi-sectoral, medium to long-term adaptation planning and budgeting in Mongolia and promoting the integration of the climate change adaptation aspects into development policies.


The ultimate objective of the current GCF project is to strengthen the capacity of the key actors and stakeholders of Mongolia to be able to adapt to climate change through the process to formulate and implement National Adaptation Plan.


According to the Project Cooperation Agreement, procurement of goods and consulting services financed by Green Climate Fund proceeds shall be in accordance with UNEP principles, rules, policies and procedures.


NAP project seeks for detail-oriented, thorough, and organized procurement officer to oversee the open bid process organized with the Evaluation committee by the Ministry of Environment and the current procurement of goods, the consultant will play a key role in procuring high-quality and cost-efficient supplies. The Consultant will follow procurement procedures by UN Secretariat procurement rules, preparing all documents required for obtaining No objection grant from UNEP Procurement department.


Duties and Responsibilities

  • Serves as a professional consultant to the Evaluation committee in performing evaluation and selection of vendors to supply required goods;
  • Ensures that the Consultant safeguards the principles of highest quality, economy and efficiency
  • Ensures that procurement process of the goods is in line with the rules of UN procurement manual
  • Pursuant UN procedure prepares all supporting documents in English for obtaining No Objection grant from UNEP
  • Make professional decisions in a fast-paced environment
  • Advises the EC members in review and analyzing all vendors/suppliers, supply, and price options
  • Negotiate the best deal for pricing and supply contracts
  • Ensure that the products and supplies are high quality
  • Work with the EC and NAP project team members to complete duties as needed


Pursuant all requirements set forth in the UN Procurement manual the Consultant submits the following supporting documents in English language

  1. Advertisement published copy from the newspaper
  2. Expression of Interest (EoI) in English, and records of EoI
  3. Shortlisting documentation based on EoI
  4. EoI shortlisting criteria ad scoring in English
  5. Invitation letters sent to at least three vendors in English
  6. Record of receipt of Letter of Invitation along with tender document by each vendor
  7. Record on receipt of bid materials submitted by vendors
  8. EC assessment and scoring of the technical proposal in Eng
  9. EC assessment of the financial proposals in Eng
  10. Minutes of the meetings in English (all signed)
  11. Recommendation Letter from EC (eng, signed)
  12. Proposal(s) by vendors
  13. Written memo on the bid process, including assessment, criteria etc.
  14. And other required supporting materials as specified in the UN procurement procedure


Procurement Officer Requirements and Qualifications

  • Have minimum two years’ experience in procurement procedure by United Nations Secretariat procurement procedure
  • Degree in business administration, accounting, or related field preferred
  • Solid knowledge and understanding of procurement processes, policy, and systems by UN rules, and by Mongolian law
  • Proficient computer skills, including Microsoft Office Suite
  • Ability to advise the members of the Evaluation committee on the process of evaluation
  • Ability to analyze problems and strategize for better solutions
  • Ability to negotiate, establish, and administer contracts
  • Excellent verbal and written communication skills
  • Ability to multitask, prioritize, and manage time efficiently
  • Ability to work well with management and staff at all levels
  • Accurate and precise attention to detail
  • Goal-oriented, organized team player

The following documents should be submitted:

  1. Expression of Interest (Letter of Confirmation of Interest and Availability).
  2. Personal CV, indicating all past experience of similar projects; the contact details (email and telephone number) of the applicant; and names of at least three (3) referees.
  3. Evidence of similar assignments undertaken in the recent past e.g., certified copy of official documents/publications depicting the applicant’s experiences in the field.
  4. Financial Proposal that indicates the ‘all-inclusive’ daily fee, and taxes.


All supporting documents mentioned above (1-4) must be part of the detailed CV and submitted as one document in a single sealed envelope with date and signature on it.


The evaluation process is subject to United Nations Procurement rules.

Incomplete proposals will not be considered.

Only short-listed applicants will be contacted, and a successful candidate will be notified.
